Crisis of regional development policy and the tax war

The essay aims to examine the industrial sectors benefited by tax incentives under the so called “Tax War” of the 1990s to the mid 2000s in the States of Bahia, Espírito Santo, Rio de Janeiro, Goiás, and Rio Grande do Sul. From this more general purpose it will be possible to show that the Tax War was not able to change the inter-regional division of labour for all Federation Units (UFs) analysed here, although enabling the promotion of certain sectors within the more peripheral regions. Through the study of these cases it is evident that: there are limits for devolution of more complex industrial activities toward more peripheral states; there is a great degree of redundancy in the use of these incentives to some industrial activities.
