Regional policy of Lula government (2003-2010)

This paper attempts to explain the reasons for the poor performance of the National Policy for Regional Development (NPRD) conducted by the Lula government between 2003 and 2010. The aim was to understand why the rhetorical and regulatory advancement of regional question was not accompanied by an evolution of the concrete means of intervention in this area. Despite advancing regional theme in government documents, the institutions with specific regional mandate, such as the Ministry of National Integration (MI), did not count with adequate tools to face regional inequalities in Brazil. It started from the premise that a NPRD can not do without a national policy for economic and social development. Furthermore, it is understood that the formulation and conduct of a national development project is problematic in underdeveloped nations. In conclusion, it reaffirms the need for a NPRD focused on developing the potential of the diversity of Brazilian civilization.
