The Brazilian federalism and its implications in Urban Policy: Notes from the case of the Growth Acceleration Program

This article fits into the debate about the characteristics of Brazilian federalism and its implications in urban policy, based on the analysis of the investment policy outcomes in urban and social infrastructure carried by the Growth Acceleration Program – PAC. In this context, it is argued that the PAC is presented as an important potential tool in promoting social justice and in granting poor people their urban rights. However, it was found that characteristics of the Brazilian federative pact have entailed delay in the implementation of policies offered by the PAC, given the fragmentation and poor institutional capacity of most municipalities.
