Capacity Gaps and Embedded Autonomy? The Experience of the Federal Program of Support for Sustainable Rural Development, ProFeder (Argentina, 2003-2016)

The state issue linked to development planning has an intrinsic relationship with public policies. However, it is common that inquiries focused on public policies tend to reject what kind of state is alluded to and ignore the state capacities with which it is counted. The objective of the research is to analyze the implementation of the Federal Program of Support for Sustainable Rural Development (ProFeder), established in 2003 by the National Institute of Agricultural Technology (INTA) from the approach of capacity gaps. It is concluded that INTAs institutional redirection towards the problematic of Family Farming should have considered, on the one hand, at the micro-institutional level, sedimented and routinized practices. On the other hand, to start from a diagnosis in which, beyond the definition of alternative instruments to the neoliberals, the capacity to reverse them by strengthening bureaucratic embedded was developed.
