New Agenda for the Cooperation and the Development of the Frontier Between Brazil and Uruguay

This paper analyses the New Agenda for the Cooperation and the Development of the Frontier Between Brazil and Uruguay and its repercussions at the sister cities Sant’Ana do Livramento and Rivera, approaching the legislation that it has originated, such as the Agreement Allowing Brazilian and Uruguayan Citzens Living at the Frontier to Live, Study and Work, the Complementary Adjustment to the Agreement Allowing Brazilian and Uruguayan Citzens Living at the Frontier to Live, Study and Work for Delivering Health Services, the Agreement for the Establishment of Schools or Binational Professional and/or Technical Institutes at the Frontier and the for the Accreditation of Technical Courses at the Frontier and the Agreement on Police Cooperation in Investigation, Prevention and Control of Delicts. Then, well approach multiscalar processes that made it possible to establish such policy and well analyse the global, supranational, national and local scales. We conclude that a convergence of these multiscalar processes enabled the creation of the New Agenda.
