Territorial planning and spatial scales: An analysis of the perception of social actors in selected regions of Rio Grande do Sul

Between 2009 and 2010, the State of Rio Grande do Sul, based on the Regional Development Councils - COREDES, carried out strategic plans in twenty-seven regions. In a survey that took place between 2013 and 2014, several dimensions of this planning were evaluated. Thus, this article discusses the perception of the social actors involved in the planning process, regarding the scalar dimension. To enable the analysis, the territory and spatial scales are considered the result of social and historical constructions, acting from the dialectical relationship between the globalization movement and the counter movement of the territories. As a methodological approach, this is a descriptive qualitative research. It ends by highlighting the scalar dimension as a unit of analysis, in this case, the regions where the planning took place and, as a practical category, emphasizing the perceptions of the actors in relations, in action and in intra and inter-scaling planning.
